System Requirements Error when trying to publish Free/Busy with Microsoft Vista

When trying to utilize Free/Busy installed on Window's Vista I recieve the message "An error occurred publishing your Internet free/busy data. Write operation failed at URL: "ftp//xxxxxxxxx.xxxxx/OfCalFreeBusy..."

You are receiving this error because you either did not follow or meet the minimum system requirements for publishing Free/Busy information with Window's Vista.
